Does pity carry over? Read the counter category
The official notice explicitly says Rossweisse Rescue Mileage carries in from previous rate-ups and onward to the next rate-up, and describes a shared 5-star pity count within the Combatant Rate-Up Event category.
The same notice explicitly separates Tiphera/Tiana Normal Rescue guaranteed acquisition counts from Rossweisse/Sig Seasonal Rescue counts. It also says normal Combatant rate-ups share their count with each other, as do normal Partner rate-ups. These are scoped statements; they do not establish one counter across all displayed banners.
The source uses both Mileage and guaranteed acquisition count. Their full mapping and numeric thresholds are not reproduced here. The earlier claim that no official carryover statement exists has been removed.

Do all banners share pity?
No. The October 21 official notice describes rate-up carryover while explicitly separating the Tiphera/Tiana Normal Rescue acquisition count from Rossweisse/Sig Seasonal Rescue. Read the category-specific wording linked here.
